What shows up in the logs when you try?  I think that by F22,
journalctl -r would work.  I've already forgotten the previous command
to look in the logs.  dmessage?  less /var/log/messages? 

Anyway, it is my understanding that systemd creates the consoles on
demand, so this is somehow failing.  What happens if you boot into
multiuser (runlevel 3) instead of graphical (runlevel 5)?  Are there
consoles then?

What if you use a different desktop?  Say kde instead of gnome?  Or
XFCE instead of mate or cinammon?  Or a different greeter / desktop
manager?  I think lightdm is one.  I use startx, so don't know much
about different greeters.

For the record, I never had this problem in F20 or F21.  In fact, I
can't remember ever having this problem.  Is there anything weird about
the software you have installed, or the hardware?
