Sounds awfully like you want to spam people. I suspect you need a cell phone that acts as a modem, and allows you to send SMSs through it. Businesses and schools do this kind of thing, but probably most would do it by paying for a gateway provider, for things like automatically sending reminds for dental appointments, and other alerts.
