Hello, Everyone
I just attempted to run "dnf upgrade" on my system (which is running
Fedora 23. Fresh install, not an upgrade from another version.)

I will let the output of "dnf upgrade" speak for itself:

[root@afolkey2 ~]# dnf upgrade
Last metadata expiration check: 0:27:12 ago on Fri Apr 15 17:49:11 2016.
Dependencies resolved.
...
I checked this list for the last few days, and I didn't see anything
about this yet.
If you need more information, let me know.

$ dnf update --best

will give a better indication why it is held back, but I'd guess it was
waiting for this to go stable:
https://bodhi.fedoraproject.org/updates/FEDORA-2016-e0d1356e80
which just happened (2 days ago)

Hello, Rex
"dnf update --best" showed "qt5-qtstyleplugins" to be the offending package. As an experiment, I removed "qt5-qtstyleplugins" and tried "dnf upgrade" and it worked as desired. Using "dnf distro-sync --allowerasing", suggested by Rick, resulted in the following:

[root@afolkey2 ~]# dnf distro-sync --allowerasing
Last metadata expiration check: 0:12:23 ago on Fri Apr 15 23:20:41 2016.
Dependencies resolved.

Is this ok [y/N]:

I saw no reason to not go that route.

Thanks to everyone for their help.
