It's a file:

diff /usr/lib/modules/4.2.3-300.fc23.x86_64/config
/boot/config-4.2.3-300.fc23.x86_64

and

diff /usr/lib/modules/4.4.6-301.fc23.x86_64/config
/boot/config-4.4.6-301.fc23.x86_64

both return nada.

/boot/grub2/i386-pc/configfile.mod

So, you must be right, it is a new creature in f23.
