That file comes out of package dnf-conf (dnf provides /var/log/dnf.rpm.log). Perhaps you should just reinstall that package. When I look at the man page for dnf.conf, I see no way to disable that file. So, it looks like it didn't take on install, a mystery of the computerverse.
