If you have X and a browser handy, you can navigate to localhost:631 to view the local CUPS admin pages. Click on "Administration" in the top menu Click "Manage Printers" under the "Printers" heading Click on the printer you wish to work with >From the dropdown labeled "Maintenance" click and see what the menu offers. If it says "Resume Printer" click that to un-pause it. It may ask you to authenicate using an account that has printer administration permissions, like root.
