mpg123 not included, why?

Why is this? I thought mp3 DECODING was safe to distribute, as does Debian
https://packages.debian.org/jessie/xmms2-plugin-mad

and that only MP3 *encoding* was actively pursued by the Fraunhoffer Insitute and assorted MP3 cartels.

according to this, Debian has been distributing mp3 decoding libs for over 10 years...
