We actually posted an article about this to Fedora Magazine just today,
linking to kernel developer Josh Boyer's blog post on the subject —
both 4.3 and the Fedora kernel update process in general. See

If you're interested in getting it early, though, see the thread here
from just a few days ago. If you're adventurous (or the bug you're
hitting is worse than the risks), you can go to the
Rawhide kernel by enabling the "kernel nodebug" repository.
