I'm mostly certain that the problem is that you've assumed that you can
move the EFI stuff to an arbitrary location.
Put grubx64.efi and shim.efi in the root directory. (Using shim.efi is
required if you are using Secure Boot, and you should be using it unless
you hibernate your systems). Put the grub configurations in /EFI/fedora/
