If you have a USB dongle, then the devices using that dongle are not Bluetooth devices as far as your system is concerned, they are USB devices, so they would not need or use the system's Bluetooth driver. The Bluetooth driver is only needed if your system has a hardware Bluetooth device in it and you are using that to connect your peripherals.
