Well, I'm on F22 and gnome-shell-extension-openweather-1-0.7.20151017git34aa242.fc22.noarch (the current stable version) is working fine for me using either forecast.io or openweathermap.org. I don't know whether what you're using has the fix, but probably not. P.S. The F21 version was just submitted for stable and should be in the next F21 push.
