It explains itself, if you notice the patches that are applied, and the
file name of the patches.

libsndfile is patched to link with the system libgsm (from package "gsm")
instead of building with a bundled copy.

Oh, here's the info, too:

$ rpm -q --changelog libsndfile|grep -i gsm
- Patch to use system libgsm instead of a bundled copy.
