I'd forgotten about gimp
(which I've always found a little difficult to use,
probably because it can do so much).
But I've downloaded it, and just need to learn how to guillotine.
You can also write a little script for gimp if you don't want to do it
interactively. See:

Personally, I don't like scripting gimp, but to each his own.
