Did you use the --product option? https://fedoraproject.org/wiki/FedUp#Upgrading_from_Fedora_20_or_earlier:_Products I ask this, because the firewalld-config-workstation package doesn't exist anymore in F22. And unless it's obsoleted/replaced by some other package, you need to handle it during the upgrade.
