I think the = sign is optional.  Although I would prefer it in the form of

LABEL INSTALL="/usr/bin/docker run -ti --rm --privileged -v /:/host IMAGE /container/atomic-install"

And with the latest atomic we now support


LABEL INSTALL="/usr/bin/docker run -ti --rm --privileged -v /:/host \${IMAGE} /container/atomic-install"
