It looks like you haven't provided the SIM's PIN under F22: Status | lock: 'sim-pin' The equivalent line under F20 shows Status | lock: 'none' I don't use such a card (I have a Verizon hotspot that I can either use via WiFi or tethered--usually via WiFi).
