I don't know about previous releases as I can only test F22 at the moment. I would have thought the bigger issue is being able to read/write from the drive for all users which I've been able to do. Are you having any problems now in that area? You seem to have indicated that you did. If you don't want/can't set the sticky bit, then another option may be install autofs and have the device automounted.
