It doesn't.

Aeskulap may compile, but won't work because the Dicom Toolkit provided by F22 is not
fully backwards compatible to the (older) version needed by the F21
aeskulap package.

The proper solution mentioned here in the corresponding thread is
either installing the F21 rpm together with the F21 Dicom Toolkit, or
replacing the F22 Dicom Toolkit with the latest from F21 and
recompiling a recent version of aeskulap.
