This question should be asked on devel@ I think. hfsplus-tools includes mkfs.hfsplus which Anaconda uses as part of mactel-boot, which provides Fedora EFI on Mac installation (it uses a small HFS+ volume as the EFI System partition instead of FAT due to Apple's "unique" firmware behavior). hfsplusutils doesn't include mkfs.hfsplus. But the two packages shouldn't conflict so I'd say one of them needs to drop fsck, or maybe they need to be merged, if that's possible.
