So, I'm not sure why, but it's solved.

dnf remove "gnome-screensaver*" "xscreensaver*"
reboot
dnf install "xscreensaver*"

now when I logout, the screen blanks and the monitors go into
suspend/poweroff mode in about 30 seconds.
