yes.. you run:
# grub2-mkconfig -o /boot/grub2/grub.cfg

that creates the file. Then, to install it:

# grub2-install /dev/sda    ( assuming you want it on the mbr of your first drive, sda)

if you are doing an OS install, yes, it will create the file in mbr for you.
