You can find bootmgr.exe on your Windows 7 Disk.
If the system partition has been removed, I don’t think you are actually screwed.
Sorry, I think it was not clear enough. I meant Windows 7 Installation Disk.
Thanks for the suggestion. I don't find anything about Windows in my /boot/efi directory. But... there does seem to be something in /dev/sda5 (see below).

When I try to mount the Windows partitions, I get:
% mount /dev/sda4 /mnt/sda4
Windows is hibernated, refused to mount.
Failed to mount '/dev/sda4': Operation not permitted
The NTFS partition is in an unsafe state. Please resume and shutdown
Windows fully (no hibernation or fast restarting), or mount the volume
read-only with the 'ro' mount option.
.. so I mount them read only and ...

In some cases useful info is found in syslog - try
dmesg | tail or so.

/dev/sda6 is my Fedora root partition
/dev/sda7 is my Fedora swap partition.
So... It looks like I've got two different "bootmgr"s, one on /dev/sda4
and one on /dev/sda5.
There's a bootmgr.efi file on /dev/sda5. That sounds encouraging encouraging! But what do I do with it?
I appreciate you folks' help. It looks like I'm making progress here...
