The download page https://www.virtualbox.org/wiki/Linux_Downloads says

Fedora 18 ("Spherical Cow") / 19 ("Schrödingers Cat") / 20 ("Heisenbug") /
21  i386 |  AMD64

for the latest Fedora download, indicating that it works for all of them.
(And I can vouch for this since I've run Oracle VB on all Fedora releases up
to F21.) On the same page there are similar multiple entries for Ubuntu and
openSUSE, so they're not singling out Fedora.
