The RPMs are there:
http://download.virtualbox.org/virtualbox/rpm/fedora/21/
That is a symlink to the Fedora 18 builds.

And you are offering an explanation????

There are no builds of VM built under fc21
on the VB website!!!!
That is why they are labeled as fedora18.
The apps and libs are all built under fc18.
Once you install the rpm on fc21, then the
installer will build the fc21 modules, assuming
the installer has kernel-dev for fc21's kernel
version installed.
