Of course, this means the only way to control NetworkManager is

If I stop and start nm-applet I get the Connection Established
bubble, but no icon.

This is a gtk3 bug. ;(

Update to the version in updates-testing that has the problem commit
reverted:

yum --enablerepo=updates-testing update gtk3

https://bugzilla.redhat.com/show_bug.cgi?id=1208183 has all the
details.
