The F19 system connects to the internet (through said router) works fine, as does a ping between the two systems. hosts.allow and hosts.deny are both empty.

Were you able to ssh to the fc19 system before?
If yes, then something might have changed on the fc19 machine.
As a possibility, take a look at the /etc/ssh/sshd.conf file on fc19.
Also, what about fc19's firewall rules?
