Sounds similar to this: https://bugzilla.redhat.com/show_bug.cgi?id=1187007 I think for some reason, maybe legacy reasons, dracut is incorrectly pulling in volumes as dependencies. This is the job of systemd-fstab-generator, which should look at fstab at create native systemd units to mount or activate fstab items.
