I brought up an F14 VM.

It seems to me that most of the trouble lies in the init scripts and how they utilize pidfileofproc and killproc.  They don't make use of the -p in killproc and pidfileofproc doesn't have the ability to use a pid file.  So you'd have to go about fixing that.
