Look to see for configured accounts under:
systemsettings->Instant messaging and voip
(and remove/disable any you don't want)
I've checked systemsettings and I don't have Instant Messaging and Voip
in the list.

some other autostarted app or app restoring as part session management (any
chat-like programs running, like kopete?)
I don't have kopete installed. I mentioned in an earlier thread I had
Empathy and Pidgeon installed and the prompt has gone away with the
removal of Empathy. I'm not wondering what Fedora have done in F21 to
cause this issue as I had Empathy installed in F20 without this issue.
