As I said, I ran the command from the .xsession file which (presumably) runs during the desktop session start, i.e. before anything else. The fact that it had an effect on the terminal (konsole) keyboard but not within the browser is what confuses me. However there is a further data point: the browser in question is Chrome. When I try it in Firefox, the result is correct. Other input dialogues such as the KDE settings panel, or indeed this instance of Evolution, also work correctly.
