Likely a side-effect of Fedora's rather "reliable" sysvinit->systemd transition ;)
I've had the same issue on other services - For me removing the sysv-init symlinks helped.
I.e. check if you have any /etc/rc.d/*d/*ebtables symlinks/files. If yes, remove them and reboot.
