The repo tree for '21' is available, at least:

   http://download1.rpmfusion.org/free/fedora/releases/21/

So, as a last resort, using hardcoded baseurls in the repo config
files should lead to something prior to doing an upgrade.

I'm still waiting for a definite indicator that proceeding to fedup is safe if I have any rpmfusion stuff installed.

I'm waiting for rpmfusion's maintainers to do what they must so that fedup will get it right the first time.
