Normally when a command doesn't run correctly in a start-up environment it has to do with either permissions (file ownership), or something associated with environment variables.  But, usually you get an error recorded and can see and fix the problem with ease.

This was different.  I don't know why it needed to be done this way.  But, works.....  Maybe I'll do a bit more research but I may chalk it up to "PFM".  (Pure "Freakin" Magic)
