A program? or a User?
If a program, then you need to understand somthing about *nix'es and *nux'es
Even if it were possible to prevent a specific program from accessing
the internet,
there would be nothing to prevent a user from copying the program to
some file
and rename that file to something else, and run it.
But if you mean to block a user, then the link provided by Rahul would
be a solution.
