Just define ifcfg-eth0 without IP-address but active. Then ifcfg-eth0.x
can be used for the tagged packages.

I think there has to be a bit more than that, just in case there is some system doing DHCP or RA on the default VLAN just to make things difficult.

NM_CONTROLLED=no
NETWORKING=no
IPV6INIT=no
IPV6_AUTOCONF=no

And if Networking=no, is the IPV6 reduntant?
