Thing is, mkfs.exfat and your camera can obviously write to the card. So it's not write protected or that wouldn't work. Why it can't be mounted read/write sounds like some obscure exfat bug. What happens if you format it ext4 or btrfs? Does it mount read/write then? But no seriously, format it in your camera in the end if you're planning on actually using it with the camera to take photos.
