Tint2 is an independent panel. I see no relation between Cinnamon and
Tint2. I have not used Cinnamon but they use their own panel. Tint2 is
often used along with something like OpenBox.

You should try to remove tint2 and see what it is removing. If it is
removing Cinnamon stuff I would file a bug.
