Perhaps they have some committee which is supposed to decide things like this and which happens to have seven members. It remains to be seen if they have a way to do a sane conversion from whatever init system users are using now to systemd during a distribution upgrade. Maybe they don't need one for a while ago, Debian has made a decision, be it an unconscious one or not, to break things when it suits them.
