It's not. Latest Mozilla major version is now at 28 (you can check this by going to the Mozilla home page too), and so is the version shipped by Fedora. This large version numbers are due to the somewhat recent (couple of years maybe) change in policy by Mozilla to "release early, release often". Hope this helps, -- Suvayu Open source is the future.
