Googling suggest I need to disable NM altogether:

Is this correct? Can't NM handle static addresses?

You should be able to use a config file for dhclient that says not to
use the name server data in dhcp responses. I do this for laptops, but I
don't have one handy to get the exact config for. You used to have to
name the config file after the interface, but now you seem to be able to
do it using a generic name.

For non-laptop machines I use still use the network service instead of
NetworkManager, but that is mostly out of habit at this point.

But if I reconfigure dhclient that could mess up getting the dynamic address for external. And, I don't think it'd solve my problem with NM. NM would just continue to call dhclient, whether or not dhclient uses name server data.
