Try using -P, -h doesn't work right for me, either. Frankly, I don't
know what shutdown -h refers to, anyways. I gather that it halts
something, but it doesn't turn off the machine.

have you tried watching for when system goes thru restart and
then using power switch to turn system off?
also, when you have grub boot screen up, you can use power
switch to turn system off.
Sort of.
I do shutdown as I normally would and then wait for the power to resume
then push and hold the power button on the case to cut the power.
I don't have a mouse or keyboard on the machine itself, and also i'm not
booting into runlevel 3 so there is no gui, just a console screen.
