Try using -P, -h doesn't work right for me, either. Frankly, I don't
know what shutdown -h refers to, anyways. I gather that it halts
something, but it doesn't turn off the machine.
I tried to do /sbin/shutdown -P but this also reboots the machine.
Try su -c halt
It stops the system but doesn't completely shut the computer off. I also
use sudo shutdown which stops the machine.
