It just didn't work (in fact the whole point is that is isn't supposed to work - this test user runs sudo as part of a series of test scripts that in this case is verifying the debugger it is testing doesn't get control of a setuid program). It has been a while since I've been able to run these tests on fedora, so sudo must have "improved" since then :-(.
