That will have absolutely no effect on any currently running program, including the desktop you're working in. Processes inherit external variables from the process that executed them, so only those which are run from the new shell you just entered are going to see the change. You could of course visit every other running Shell and source ~/.bashrc, but that will still not affect apps run from the GUI.
