Fedora 20 requires a password to shutdown. This is something new, I've

How do I fix this?
curious question, how is /sbin/shutdown shown for execute?
ie;
$ ll /sbin/shutdown
-rwxr-xr-x. 1 root root 63352 Jun 20 2012 /sbin/shutdown*

[bobg@box10 ~]$ ll /sbin/shutdown
lrwxrwxrwx. 1 root root 16 Dec 18 12:01 /sbin/shutdown -> ../bin/systemctl
