If you are using pam, you may also have to check if there is a limitation in the /etc/pam.d/gdm* files.

not sure, as i am not using f20.

so check /etc/ssh/sshd_config, look for line

   DenyUsers root

and/or

   PermitRootLogin no

to allow root, remove 'root' from "DenyUsers" and/or change
"PermitRootLogin"
to 'yes'.

restart sshd with

   /etc/init.d/sshd restart
