On that page you can see it's tagged for updates-testing, so

  yum --enablerepo=updates-testing update plplot\*

is one way to update to it.
Also notice

  https://admin.fedoraproject.org/updates/
   -> https://admin.fedoraproject.org/updates/search/plplot

which is a web site Fedora users should become familiar with.

With yum --releasever=19 … you could access Fedora 19 repos (and downgrade/install)
but whether packages for Fedora 19 can be installed in Fedora 20 is a matter of
how compatible they are (with regard to their dependencies).
