You could perhaps try to remove firewalld, or disable it, and run
iptables with iptables.service that reads the file
/etc/sysconfig/iptables to setup the firewall. The command iptables-save

Thanks Lars. I already did that and it works fine. But it would be nice
if this worked with firewalld too. If anyone in the know had commented
on this problem I might have learned if it was my config or an actual
problem with firewalld so I could file a bug.
libvirt has support for firewalld and should be adding rules. It seems
that there is a problem in libvirtd. It is querying some information
from firewalld and then not adding any rules.
Please open a bug for this against libvirt.
