If you have a desktop that still maintains a structured menu, like there was with Gnome 2, you'd have an entry called add/remove software in the system tools sub-menu. The newer, confangled, desktops that pretend to be iPads, and have done away with menus for having icons splattered all over the desktop, should have something similar.
