fixed the problem. I would have gone back to the previous release cups 1.6.3 but yum downgrade seems to have picked the base fedora 19 cups not a previous update.
I'm assuming the change here: https://bugzilla.redhat.com/show_bug.cgi?id=1010580 caused it. if I knew what info should be collected I'd file a bug.

Some other loose print dependency must have been updated and not reached
the update servers when I first tried as it is now working.
